One mention about the block said it's intended for short content like

Aye, there's the rub!  So for me to get the effect I want, either I can use
custom CSS to tweak the cover block (which is what I was trying), or I have
to do a custom HTML block.

Sounds like the latter is the way to go.  Thank you!
