[Hidden-tech] Screen went crazy

It is telling me to call 877-438-2251.  And not shut off computer.   Well I did shut off the computer and 
Of course I did not call the number or press any of the buttons it was sending out an alarmist message to press 

And of course now the computer is unusable.  When I turned it on again I got the same message.

Guessing it’s a scam 

Any suggestions.
