yes but - generally deleting an image on the phone deletes it from the cloud

I've yet to find a reliable way to delete from the phone without 
deleting on the cloud,
which seems to defeat the purpose of having a cloud backup

There is one delete option on the phone that doesn't seem to delete from 
cloud,
But I've had so much trouble finding it, I can't consistently repeat it.

You will find the images at: https://photos.google.com/
When logged into the same account as you use on the phone
