I'm not sure what artists charge for logos—you're looking for a designer. Experienced designers will typically offer an estimate range, based on an assessment of the project that is made after having a brief initial conversation. This initial consult will usually be provided at no charge, unless there is a larger scope and/or the complexity is higher—in that case there might be a 'discovery', which could be a paid opportunity assessment that involves some meetings, workshops, writing a project plan, and coming up with a more precise estimate range. Additional factors include the region of the client and the designer, industry, timeframe, etc. A bootstrapped lemonade stand logo won't cost the same as a bank. FWIW, I would not recommend presenting your own concept or drawing to a designer. That is the job of the designer. If you want to hire someone to simply 'professionalize' a drawing you already have, there are cheap online services for that.
