I have had good results with this little program:

It's very affordable, and I find it easy to use.  It transcribes all kinds
of audio files; I'm a lawyer and have used it to transcribe voice messages,
recordings of hearings, and witness interviews.  You do have to do some
editing but it's quick and easy and seems pretty secure.

Good for your Mom!  I hope it works out well for her.
