 I am sure you're right that "upping the resolution" is going to downgrade the quality. I'll go back to the person who complained about this on this point.

I use "Wondershare Uniconvertor" software and it is pretty straight forward (although costs approx. $100).
I'd be glad to be of service if there is a budget for the conversion... although it's important to note that there will indeed be some loss of picture quality. (unless there are master files that were actually recorded in the 1920x1080 size.)
