Are all 3 contacts for the domain the same unavailable person, and their survivors no longer have access to the deceased's email (to receive ownership verification emails). If so, you might have to petition the registrar as to what methods they will use to accept verification, such as a drivers license, past paid bills, etc. to verify that the domain owner is who it should be. It goes without saying that you'll need a little bit of luck to reach someone patient and competent at Dreamhost. And this is a good reminder for everyone: keep your owner, admin and technical contacts updated and different from each other (not all your eggs in one basket), and to avoid budget hosts/registrars.
