Practically, this advice is fine. Technically, contacts are not a part Gmail; they are stored by the Android system itself, and other apps can access them (if you grant them permission). The Gmail app gets your contacts from the Android system and sync them to your Google/Gmail account (and vice versa), but it's not the only app that can do this. For example, I use the [Dav5x app] to back up / synchronize my contacts to a [Nextcloud] server that I run.
