It might. It is my understanding that the only option for analog (*copper*)
landlines are "clever" answering machines that perform some sort of "Are you a
robot" type of hackery or just not answering the phone. VOIP phones have more
options.

Most of it is technology: the analog (*copper*) landline tech has basically no 
options at the receiving end.  The source end has a different set of issues, 
mostly because of the technology involved and due to international borders 
(many robo calls are from overseas sources, which imposes jusistional limits.
