[Hidden-tech] Premier flicker avi

I have a movie I'm trying to output to .avi in Premier. In specific sequences I have notable flicker, which I have never seen before on these kinds of projects.  Can anyone tell me what to do to remove the flicker, or is there someone who can remove it for me  and output if I uploaded the Premier file.
