There are a lot of great free HTML templates available at Open Source
Web Design:

Also, if you build your site in a free content management system like
WordPress or Drupal, you have a choice of dozens or hundreds of free
templates:

http://wordpress.org/ -- for blogs and light-weight content management
http://drupal.org/ -- for heavier duty content management, blogs,
multi-user blogs, community sites, etc.
