  I recommend you go get a Firewire drive and perform a complete  
backup before you delete the folders.  You never know, you may just  
need that stuff in the future.  You may also delete the wrong thing.   
I had a user delete their fonts folder,  that led to a very bad,  
unsable OS X install.

To unlock locked files you can try Command-I to open the info page  
for the file and unchecking the locked option.  The file may be  
locked because it is in use by a running application. In that case  
you'll need to find the application and shut it down before you can  
delete it.

Command-I will also show you the last access time of the file you can  
see if it has been accessed recently  Look in the 'More Info' tab  
under 'Last opened'
