VLC might do that.  It has both capture and conversion features that you wouldn't expect in a media player.This should allow you to do so directly from the DVD.
If not VLC or other media player, then all editing software I can think of can grab a frame once you import and have it on the timeline.So you'd have to go through those steps first, but then grab off the timeline.That should be better than a screen grab off you graphics card, though you might want to try that too.The screen grab will already be deinterlaced and possibly scaled, which could be a good thing (or not).
