[Hidden-tech] Regional it consulting / software dev shops

What's the best way to find local or regional IT consulting or software dev
shops that can help my org with some planned updates to modernize /
refactor our application?

I'm looking for

1. A shop that could rewrite our vanilla Javascript in angular 2 concurrent
with some updates we're doing to convert to an API / service-based backend

2. A shop with expertise in writing RESTful APIs in Laravel / PHP

3. A consultant to evaluate our current dev practices / SDLC, make
recommendations on ways to improve, and help to implement guidelines and
some tooling to help us meet these standards


They don't all need to be the same shop. If you know of such places, even
if in Boston or CT (or further, if it's a reliable place), please let me
know. Generally it would also be helpful to know if there's a better way
than word of mouth to look up such things. Thanks in advance.
