You should, of course, check with an accountant--but as I understand it, consulting services are not taxable in Massachusetts. They tried about 15 years ago. There was a huge outcry from Hidden-Tech members and businesses around the state, and they rolled it back. In my own business, I charge tax on sales of copies, including email copies (I have one service where I charge a nominal optional fee to email PDF and Word copies)--and I charge tax on physical products (including books and ebooks) sold to Massachusetts residents. For all my other services, email is how the service is delivered, I don't consider it a copy but rather consulting, and I don't charge tax. Literally, my quarterly tax remittances are usually under five bucks.
