The Tech Scouts (GCC computer science students) and i have just re-formed Greenfield Digital.  We can start Monday, do Wordpress, Drupal or Joomla, end-to-end services (from redesign planning to search engine marketing.  Fees are $40/hour with $500 retainer or $50-hour otherwise.
