Audacity is open source audio editing software for Windows and Mac.
Separate the audio from the video track in Camtasia, edit it in
Audacity, then re-import it.

One great plugin for Audacity is Chris' dynamic compressor: audacity
filter to improve audio quality. Here's a good sequence to follow for
audio editing in Audacity:

 1. First normalize (filter) to reduce distortion.
 2. Then remove ambient noises: select quiet spot, choose noise
reduction, pick get noise profile, then go back to noise reduction
and press ok and it will flatten.
 3. Run Chris' Dynamic Compressor.
