I am looking to engage someone who has the capability of video editing content that has 120 or 240 frames per second and also can work with a monitor/screen refresh rates of 120 to 240 frames per second

Deepak Chopra Dream Weaver is a technology that uses flashing lights (often experienced through closed eyelids) to entrain brainwaves causing the subject to relax, mediate, dream and sleep instantly (in ~3-5 minutes) and effortlessly. 

I am looking to insert blank/black frames into a ~10 minute video of some stock footage so that the net effect is an on/off flashing starting at 20 cycles per second (Hz) and ramping down over the course of several minutes to 8 Hz.
