[Hidden-tech] Social media tool question

I know that Twitter frowns on automatic direct message software.

Does anyone have a tool they'd recommend for public auto messages? I'd like
to create 20-30 different "canned" messages and have the tool publicly auto
reply to someone if they use a certain phrase or hash tag.

Any suggestions of a tool you're using now that has this capability?
