[Hidden-tech] Advice for a Buddhist Monk

Greetings!
One if my colleagues here in Sri Lanka  was given permission to study abroad. He wants to get his Masters in Psychology, Buddhism, Coaching or a related field. He also needs to study for and take the Toefl.
Would someone advice us where to begin?
Some considerations: He'll need s scholarship and he doesn't drive.
He could teach Pali or Sinhala, possibly.
