My favorite software for nearly everything hard disk related, including backup, imaging, partitioning, virtualization and wiping, is Paragon Hard Disk Manager Professional. The Personal version costs $50, the Professional version (which I use) has more powerful virtualization capabilities and costs $100. Both include wiping to DOD and other standards for hard disks and SSDs. They sell the wiping program separately for $39.95, so if you want it, you might as well buy the full manager. https://www.paragon-software.com/home/hdm-professional/ https://www.paragon-software.com/home/hdm-personal/ The personal version seems to be on sale right now for $34.95: http://www.paragon-software.com/promos/2015/easter/index.html If your netbook is running Windows XP, you can get an XP only version of their hard disk wiping program for free. https://www.paragon-software.com/free/ Also, I have an old laptop to donate, if your guy can use it.
