My favorite software for nearly everything hard disk related, including
backup, imaging, partitioning, virtualization and wiping, is Paragon
Hard Disk Manager Professional.

The Personal version costs $50, the Professional version (which I use)
has more powerful virtualization capabilities and costs $100. Both
include wiping to DOD and other standards for hard disks and SSDs. They
sell the wiping program separately for $39.95, so if you want it, you
might as well buy the full manager.

The personal version seems to be on sale right now for $34.95:

If your netbook is running Windows XP, you can get an XP only version of
their hard disk wiping program for free.

Also, I have an old laptop to donate, if your guy can use it.
