True - I was responding to the issue of the penalties being incorrect,

your comments are very correct as to verifying the request itself was valid

Having gotten similar US Census requests over the years (and actually having worked on 
Census analysis various times)
I know that is how they function.

Of course, given how phishers work today - the 'usual' care much be taken with any 
unsolicited request,
in fact I just got one from a small business survey from Wash State related to a Rural 
USDA study.

More important is understanding that (if this is a valid request) it provides information 
that is needed to really provide
helpful services for small businesses like us
