Are you using Outlook or some other email client, or doing your actual emailing from the Google mail interface on the web? If you're using an email client, your computer may have been hijacked. I recommend Malwarebytes, which has a free version. Also, is it saying that the problem is your email address or your IP address? If it's your IP address, another possibility, if you have satellite internet, is that you've been assigned an IP address which used to belong to someone who was having problems. Most residential satellite internet does not assign static Ips, so every time you power down your satellite modem you could get a different IP address.
