[Hidden-tech] Activate iPhone without proper Apple ID

Does anyone know of a way to activate an iPhone that has an Apple ID already associated with it? 
We have a new iPhone 5C that belonged to a teenager who is no longer in our care and absolutely unreachable. 
The phone has been reset to factory defaults, however, we are unable to activate without the original Apple ID. 
I called Apple tech support and they say it cannot be done. Any ideas???
