HI there,

For all the web designers on this list I will say to you that those two 
requirements don't go together very often.

As someone who has built my own sites using WordPress I can tell you 
that you end up spending LOTS more time that you thought you had. : )

You might try something like Weebly or SquareSpace: where you pay on a 
ongoing basis to have someone else do the site management and you get 
drag and drop for designing your site. I've not used either but I know 
people who swear by them.

Other people may have different suggestions.
