Sorry to be a wet blanket--but in my very limited experience with Google hangouts, it doesn't have bandwidth for 10 participants, let alone 100. There are indeed platforms that can do this; as a user, I've experienced high-participant-load webinars put on by Forbes, sustainable Brands, and others--but I have no idea what platform they use. Most of them are integrated into a SecondLife-like environment with a mall, a conference room, etc. I'm not sure, however, that any of them run without loading a plugin or app, or why that should be a criterion. It definitely will limit your choices a LOT. Here's a thought: could you limit the number of live callers and send others a replay link? Then Google hangouts or even Skype might work.
