[Hidden-tech] Secure submission of timesheets/other confidential items

I work for a company that now has to provide electronic submission of 
timesheets and other confidential items for 6000 people.   I don't know 
all the details, but obviously the system needs to somehow know that the 
person submitting the timesheet is the right person and nothing is 
getting forged.  So its like a digital signature system.

Does anyone have any ideas about how this would run?   Do you use any 
such services to handle digital submissions to your companies that you 
could recommend to me?   I would imagine we would need a third party 
that was verifying the incoming timesheet.

PGP comes to mind, but most of those 6000 people wouldn't have a clue 
how to sign their emails, although perhaps there is a plugin available 
for automatic PGP signing.
