Actually dropbox for iPad has a PDf reader builtin. Also by installing other common aps Dropbox allows opening the PDF in a number of them, mine (for example) allows opening a PDF in: iBooks, SmileyDocs, GoodReader and Evernote. I have not found a specific different between any of them as a reader - some have annotating functions. Also because if how dropbox works, and removes documents if anyone with write permission removes them from a folder, it is wise to open in another ap that will keep a copy -- iBooks and Goodreader will, also I think evernote will load it into the person's account making it readable on any system that person uses evernote on.
