    Short answer:  Kind of.  

   You can flag a file as being non-printable a number of different ways,
but not all readers will honor the setting.  As with most information
security measures, if you drive security up you tend to drive usability down
- the more effective ways to prevent printing will also prevent viewing of
the document by some potential readers - and anyone who can read it can
screen shot it and rebuild it as a printable document no matter what you do.

   Finding the right balance for your client's comfort and the target
audience's convenience is the tricky part...
