I also noticed in the modem's logs this message with a new timestamp next to it about every 5 or so minutes (I don't have full log access, but this is what I can get):
"Started Unicast Maintenance Ranging - No Response received - ..."

Charter told me that they won't officially consider this an "outage" unless they get enough calls from other people experiencing this. Since it's only experienced when trying to sustain an upload (i.e. a large file), but does not seem to affect regular web-browsing, I have a feeling most people don't even realize there's a problem.

Their number is "1-888-438-2427".
