Hi Robin

Regarding your #1 question:
any electrical appliance is going to use lots of energy to heat or cool so beware of advertising that claims magical energy savings. look at the fine print (wattage). if the product doesn't state it's power usage stay away.  personally i prefer oil filled radiators for the same reason that soapstone stoves are good: they retain some heat even after its off. 

regarding your #2, i see you have two answers already, and I will just add that the the energy rating on the box usually refers to MAXIMUM power used... ie: a 60w bulb that is dimmed doesn't use a full 60 watts, as would be the similar case for your heater if not turned all the way up.
