I've worked in PR for 15 years. DO NOT put the words press release in your subject line. There are plenty of reporters/editors who use email filters to screen for those words in subject lines and you won't even make it into their inbox. Write a relevant, timely, and short email line that hopefully conveys the information you're sending. If you have the time/energy, you could even run an A/B test and try out a few different subject lines to see which perform better. Per the other answer, you do not need to ask for permission if you're contacting a media organization or publication with relevant news that would be of interest to their audience. That said, hone your media list. Don't send something because, "Maybe they'll be interested." If in doubt, either rewrite the pitch to make it relevant or just remove the media outlet from your list.
