Donald,

I would say that does sound like it could be a hardware issue.  It
could be an issue with a number of different things -- Video card, LCD
screen, or RAM are the most likely culprits (probably in that order).
This is less likely if it really works fine in safe-mode.

Have you checked with windows update to see if there is a newer
version of the video card?    Or tried an older version of the driver
software from the card maker? Did you download the driver from HP
directly? or Ati/nvidia/intel?
