[Hidden-tech] plastic bag printer

We have some trick or treat bags being imprinted for one of our clients. The job hasn't delivered yet, but it is on schedule. We are using a company in upstate New York called MyShopAngel. Stupid name and their website sucks, but their pricing is great. We're paying 23 cents per bag (6M quantity) when everyone else online was 38 cents for the same bag.

Does anyone know a good, reasonably priced printer that's either  
local or online for printing on plastic bags? These would be 6" x 9",  
1.5 mil, open ended bags, printed on both sides? No halftone screens,  
just text and vector art. Quantity 20,000.
