Keri, A lot depends on how you're going to use it. In most cases, my first question would be what application do you want to use to manage the data. This can be a desktop application, which might lead you to something like Access or Filemaker (not that they are "cheap" or necessarily recommended, but they can be good solutions to specific problems). Other options would be recommended if you are using a custom application like a web site, in which case I find that the specific database you would use would be dependent on the development technology and your infrastructure.
