The *cheapest* option would be to just get an old PC, install two NICs, install CentOS, and configure things so the the teens are on a separate virtual network from the parental units. The 'teen net' would have the shaper module associated with it and set for a lower bandwith. One can opt for a 8gig SSD over IDE disk (they are relatively cheap and 8gig is plenty for a very minimal modern Linux install w/out bells&whistles eg no X11 or random desktop crap, er applications). Hmmm.
