The University of Massachusetts Amherst (UMA), the flagship campus of the University of Massachusetts system is a public research University in Amherst, Massachusetts, offering programs in the sciences, liberal arts and professional fields leading to Bachelor's, Master's and Doctorate degrees.  It has nine academic schools and colleges plus the Commonwealth Honors College and Graduate School. In FY 2009 UMA was awarded grants and contracts totaling more than $135 million. Research activities are overseen by the Vice Chancellor for Research and Engagement (VCRE). The Office of Grant and Contract Administration (OGCA) is responsible for approval and submission of all proposals for funding and for the negotiation and legal acceptance of all awards to the University and its employees. The Office of Research Development (RD) under the VCRE is the department responsible for this request for qualifications (RFQ) and will be responsible for the coordination of contracts and services provided by those companies and individuals who are qualified as service providers through this RFQ.

Overview
The purpose of this RFQ is to pre-qualify firms and individuals who can provide high-quality proposal development and submission preparation services for UMass Amherst departments, centers, institutes, and colleges at rates to be determined and agreed-upon as a result of the RFQ process. Those companies and individuals who are pre-qualified through this process are not guaranteed a contract or any specific level of activity. Vendors selected under this RFQ will be required to sign the University's standard Contract for Services (cfs) prior to a purchase order being issued and work commenced.

Minimum Requirements
Each company and individual must demonstrate experience and expertise in the development and submission of proposals to one or more of the government agencies or private foundations listed below. Companies and individuals will only be qualified relative to specific agencies or foundations. Appropriate documentation as indicated below must be submitted for each agency or foundation for which a company or individual wishes to be pre-qualified. Companies and individuals pre-qualified through this process for one or more agencies and foundations may later submit additional materials to qualify to provide services relative to additional agencies and foundations.

Scope of Services
Companies and individuals with proposal and project expertise are needed for the following agencies:

Category 1:
At least two companies or individuals each for:

U.S. Department of Defense
National Institutes of Health
U.S. Department of Energy
National Aeronautics and Space Administration
National Science Foundation
U.S. Department of Agriculture

Category 2:
At least one company or individual each for:

U.S. Department of Commerce
U.S. Department of Homeland Security
U.S. Department of Transportation
U.S. Department of the Interior
U.S. Environmental Protection Agency
National Endowment for the Humanities
National Endowment for Arts

Category 3:
At least one company or individual for each:

Ford Foundation
W.T. Grant Foundation
W. M. Keck Foundation
Packard Foundation
Beckman Foundation
Sloan Foundation
Mellon Foundation
Camille and Henry Dreyfus Foundation
Robert Wood Johnson Foundation
Howard Hughes Medical Institute
Komen Foundation for the Cure
Avon Foundation

Minority-Owned Business Enterprises (MBE) or Woman-Owned Business Enterprises (WBE) are strongly encouraged to submit proposals in response to the RFQ. For the purposes of this RFQ the term MBE or WBE shall mean a consultant who is certified as a minority business enterprise by the State Office of Minority and Women-Owned Business Assistance (SOMWBA), and who is still certified at the time the Respondent's Qualifications are submitted.
