Topstyle4 (http://www.topstyle4.com/)will do that (and much more).

TopStyle4 is a CSS and HTML editor that is the direct descendant of 
HomeSite. After Nick Bradbury, the author of HomeSite, sold it to 
Macromedia, he wrote TopStyle, originally a CSS editor that could work 
along with Dreamweaver, which had limited CSS support at the time.

Bradbury stopped developing Topstyle with version 3.5 and last year sold 
it to Stefan van As, who added Unicode support and other features and is 
continuing active development. It costs $80.

For a more general purpose Windows text editor, I recommend EditPad Pro, 
which costs %50 (http://www.editpadpro.com/).
