[Hidden-tech] video transcription and captioning service?

Transcribing:  College kid with good typing/listening skills?
Captioning: Trickier.  Do you NEED to be truly closed-captioned?   
There are Opensource tools out there to create VOB files for DVD  
subtitling. Or, you could open-caption simply in iMovie or some other  
cheap/free editor.
