The IRS doesn't write tax policies, it just enforces what our elected 
representatives require it to, and takes the bad rap for them.

About 25 years ago, I was involved in an unfortunate business venture 
that left me with a large tax bill. The NYC IRS office was amazingly 
supportive and helped me work out how to pull things together and get 
through the rough patch. They were extremely generous in providing me 
with expert business advice for free.
