Reva - if they are storing "personal information" as defined by the Commonwealth of MA on paper, such as credit card numbers or SS#s with full names, then security measures are needed to protect the hard copy info too. Locked filing cabinets in a secure location with physical access controls that are well documented are in order. Encryption may in fact be easier. A common misperception is that the teeth of these privacy regulations are in terms of electronic information, but hard copy info needs to be protected as well. The nature of their businesses is such that this is feasible, and it's easier than encryption. But there are also requirements about documenting procedures/policies that I've been ignoring.
