Since this Linux distribution is less than ten years old, his locale is
probably already en_US.UTF-8, which of course allows him to display any
possible character.

His question was about how to enter those characters with his US keyboard.
That's where those of us who regularly write in non-English Latin languages
use "dead keys" or a Compose key (the Windows logo key is the usual choice for
that).
