Many VoIP providers are resellers of service and not actual CLECs (registered phone companies). This means that they are buying their number porting service from a different registered telephone company. When this happens the VoIP provider becomes the customer of record on the ported number and you lose control of the situation. It is regulated by the FCC and you can complain to them if you run into issues. We have seen this with various customers when trying to port numbers in. We had to use the VoIP providers information on the request to the old telco so the port request could be process. 


Crocker Telecommunications is a registered telecommunications company in the state of MA (a CLEC) and we handle our own number porting for the 413 area code. We are fully integrated with Verizon and own a switch that is directly connected to the Verizon Tandem in Springfield MA. When we port a number in the 413 area you would remain the customer of record on the number and we would become the carrier of record. For service outside of the 413 area code we resell various carriers in a wholesale relationship where you would still remain the customer of record. Many VoIP providers simply buy ISDN PRIs from carriers and act like a big ISP but with VoIP codecs instead of data modems. 

If you aren't the customer of record you don't 'own' the number and can no longer control the porting. 


Telephone numbers are considered a 'National resource' and are goverened by the North American Numbering Plan Administration. Numbers are owned by the federal government and are only loaned to people for use. That is one of the ways the FCC maintains jurisdiction on voice traffic.
