People who run restaurants are generally not sophisticated at marketing and communications. They are likely to think of their web site primarily as an advertising medium rather than as a means for providing specific information that their potential customers are looking for. If I were in the business of designing commercial web sites, I would suggest that clients read Steve Krug's "Don't Make Me Think" before making any decisions about style and content. I frequently do suggest it to people who think they know how to design a survey questionnaire.
