I don't know if AT&T has a device like this, but Sprint has a unit called Airave<http://www.nextel.com/en/services/airave/index.shtml?id9=vanity:airave> that routes your cell phone calls through the Internet and converts it to a wireless signal on the other end. I've spoken to a couple of people who have them and they apparently work well and they don't depend on a questionable signal. Their unit costs $100 and there's a $5.00/month fee for the service ($15.00 for unlimited time). If they have one, this could be the surest bet.
