I've looked at Chandler as part of our ongoing review of project mangers
and it has a very nice desktop GUI with a pretty impressive java based 
server

(and here is the but)

It is not a project manager only a task manager

Re: PP - We made one change to Project Pier in that we added a Todo screen
with only your todo's - this esp important for a manager overseeing many 
projects,
the standard todo list shows all Todo that are not assigned plus yours.

Since PP is a well structured object oriented PHP5 MVC application, once 
you track the right part
of the code, all else flows for changes.
