I am a happy user of PHPBB, and have been running a forum on it for a  
several years, as well as its predecessor UBBThreads. I am lucky  
enough to have an engineer to handle upgrades and hosting, but find  
it very easy to administer. The main downside is the slim ability to  
offer automatic  email notifications of new posts; the onus is on the  
users to subscribe to forums and topics that they want to keep up  
with, and most don't bother. Also, it takes some work to create a  
theme customized to your taste. Shop around.
