I was finally able to download this letter.

The AG is right: even though you have evidence of a 'local' spammer,
you really should send your information off to the FBI -- as the AG
states, they are set up to handle this sort of thing.  "Local" law
enforcement is not really set up to handle these sorts of things.  It
is also possible / likely that the 'local' spammer is in fact sending
spam across state lines, in which case the feds have jurisdiction, even
though some of the victims are in fact local.
