Outlook has a very good junk mail filter, but it has to be updated.

 

For Outlook 2007:

I have a feeling that your problem may be your email server. Does it run
reliable junk mail and spam filtering? Most of this stuff should never get
through their servers and into your inbox at all. I’m sure there are plenty
of people on this list who can explain this better than I can.
