How many simultaneous downloads do you expect to get? How many
downloads over the course of a month. I have a ton of upstream
bandwidth sitting idle that I may be able to price appropriately. I
don't have any dedicated streaming servers but you can bring your
own. I can upload a 400MB file in about 8 seconds if the other end
can handle it.

You are being bit by the Comcast 'Speed Boost' technology. They have
their network setup so you can very quickly download a file the size
of your average song, anything bigger than that and the bandwidth
gets stomped on. If you have an FTP client that supports restarts you
can quit out of the upload and restart it. Each time you restart it
will looks like a new upload to Comcast and you'll be served another
helping of 'Speed boost'. It is tedious but you can restart your way
to high speed uploads on Comcast that way.
